Conflict Attorney Panel (CAP)

The Conflict Attorney Panel handles cases when the King County Department of Public Defense cannot represent an indigent client due to a conflict.

The King County Department of Public Defense administers the Conflict Attorney Panel and Scott Ketterling is the CAP Administrator.

Lawyers interested in being part of the Conflict Attorney Panel must complete an application form, which is reviewed by the Conflict Attorney Panel Oversight Committee.
