COVID-19 caused widespread economic, social, and health-related loss, and deepened existing disparities in Seattle. Our most vulnerable communities had higher per capita cases of COVID-19, higher rates of hospitalization, and more deaths than other communities.
The City of Seattle received $300M in federal recovery funds from the American Rescue Plan Act of 2021 (ARPA). The City accepted these funds in a series of four ARPA spending packages known as the Seattle Rescue Plan.
The City is prioritizing equity and using Seattle Rescue Plan funds in a variety of ways to help with recovery from the COVID-19 pandemic. This includes purchasing new buildings for low-income housing; providing emergency rental assistance; maintaining and expanding the public transit system; supporting community groups, the arts, and small businesses; piloting innovative new projects; and investing in program measurement and evaluation systems.

(Coronavirus Local Fiscal Recovery Funds)
The Recovery Plan Performance Report (Recovery Plan) provides the public and U.S. Treasury information on the projects that City of Seattle is undertaking with Coronavirus Local Fiscal Recovery (CLFR) Funds program funding and how the City is planning to ensure program outcomes are achieved in an effective, efficient, and equitable manner. U.S. Treasury requires the Recovery Plan to be published annually.
